Picked up this cel and can't recognize the character. No luck either using Google image search. Any ideas where she originated?

Is there any markings, copyright along the edges of the cell?
Took it out of the frame today. No marking or writing anywhere. Just an unknown character!
Interesting...I searched a lot, but nothing. May be an extra character they didn't use or a version of another character that didn't work.
