    Not too sure what it is, it does seem like it's over a well. It wasn't always a park, old house was knocked down there....It's odd. But maybe someone can identify

      Isn,t the handle missing? And a rod that should go up to the top of the pipe. The rod should connect to a plunger or sucker rod for pulling water from the well. Probably removed to prevent using
