Vintage Alaskan Native American carved wooden head on stick with human hair

At first glance, I thought that this was some type of doll, but now i am wodering. It is expertly carved and almost seems real, in some way. The hair, which appear to be human, has been tied into many small bundles and then all woven together to fit on the head. It appears to have been glued on, at some point and the dried whatever is still on the wig portion. Anybody out there have an idea as to what it is and how old it might be?
