      The shriners were also freemasonry.

      Agree that it appears to be a Masonic medal/award/etc of some sort, maybe even once part of a ribbon type thing. The compass/square logo is the key, always a historic symbol to designate Freemasons.

      Looks to be a Masonic Cloak Clasp. But it is difficult to tell without the measurements.
