Hello new here. Sorry for the phone quality pics but I was wondering if someone could tell me more about this and whether it's an older one or if it jsut looks it, thanks.

Welcome to CW. That's a nice no 199 you have. It appears to be older, but not super old. People seem to love these utility knives..they refurbish them and even customize and engrave them.
I used that model knife in the mid 70s for cutting shingles. They were simpler and functioned better than the modern knives.
