The British issued a highly interesting passport during the US Civil War in New York in 1861. For a black man named Henry Randall, traveling to CUBA. He was born in England, 42 yo, Engineer, Complexion: dark (which means black).
On back a note from the State Department, "It is expected that the bearer will not enter any insurrectionary state."
