I inherited this item, and need to find out who the artist is? I was told it's a French artist? Please help?

Hi, Delnieu921105. :-)

It could be just an accidental resemblance; however, CW S&T user vetraio50 has a plate with a figure on it that strikes me as similar:

That was my thought too KERAMIKOS but Milvia used a crayon for her decoration…. This looks painted.
