    More old tools as usual. This one is different to me. Is it some sort of punch? When handle is pulled the parts come together, maybe to mark or perforate?

      The photos are a bit obscure but I think you will find that this is a saw setting tool. Used for setting the offset on the teeth of a wood saw.
