This seems to be an interesting piece. It is a belt buckle knife. It would probably be a felony to wear it with the belt.
The front of the buckle has the eagle with the swastika. But the swastika has another design superimposed on it. I am thinking this was a WWII item that was modified for post war sales similar to how the Hitler Youth knives were modified to be Boy Scout knives.
To backup a bit this was made by Garl Eickhorn based in Soligen Germany. The company is still around although I doubt they are selling this today.
The blade is 3" long which is rather minimal for a weapon. I would think this is last ditch weapon for a captured soldier. Not quite sure how that worked.

I have an image now of a German soldier captured by the enemy going for his knife buckle and his pants falling down.
