Not MLB— a photo of the league information (in blue) would be helpful.

Minor league baseballs ARE made in China.

The most legible name is Keifer Rackley. He played on a few minor league teams affiliated with the Seattle Mariners from 1993 to 1996. Searching team rosters for those years yields matches for Julio Peguero, Osvaldo (signed Ozzie) Fernandez, and possibly Manny Cora, Rafael Carmona, Matt Wagner, and Dan Sullivan (trails off after the l’s)
