Yes this dinosaur is Dracorex Hogwartsia which means Dragon King of Hogwarts. And yes it is named after the Harry Potter Hogwarts. It is a subgroup of pachycephalosaur. Most of those had the dome shaped head but this one has a spikey horned head. There is a theory that this was actually a young Pachycephalosaurus (say three times fast). It was about 13 feet long so not huge but twice the size of a human or so.
The actual toy is 7. 3/4 inches long.
