Hey, crazydanmusic. :-)
Richard Resnicoff is a name with some musical pedigree:

https://www.richresnicoff.com/
He came to a sad end:

What is sweet talk is it a song
Is there a heavy metal artist with that name
crazydanmusic,
There is at least one song titled "Sweet Talk":
Saint Motel - "Sweet Talk" (Official Audio)
https://www.youtube.com/watch?v=ygmZ8hZPix8
However, that's fairly modern:

Then there is this one:
https://www.discogs.com/master/178550-Robin-Beck-Sweet-Talk
There are more refererences to "Sweet Talk" at discogs:
https://www.discogs.com/search?q=sweet+talk&type=all
There are also at least a couple of bands named "Sweet Talk":
https://www.bandsintown.com/a/219253-sweet-talk
https://www.sweettalkmusic.com.au/
The tapes have hand-written dates of 1979, so if those are 'real,' then the tapes were not only cut during Resnicoff's life time, but during his active career as a musician.
I see Resnicoff credits as late as 1979 at this rateyourmusic dot com website:
https://rateyourmusic.com/artist/richard-resnicoff/credits/
I was fairly well blown away by the list of artists at that eponymous website with whom Resnicoff (allegedly) worked.
Have you played the tapes?
Whoops, looks like we cross-commented.
I don't know whether there is or ever was a heavy metal band called "Sweet Talk."
If you haven't already done so, play the tapes. If you don't have the equipment to play them, get them converted to a format that you can play.

We’re would I bring them to convert
I don't know where you live; however, there are more than a couple of outfits online that do conversions of various formats.
Here's one:

Here's another:

Just use "ampex two inch reel conversion" as your search criteria. You'll find more.
