This is a very unusual piece of Victorian art glass that I found on eBay AU.
It is made in two parts, a twisted orange stem set into a clear base with a rustic thorn ball base. The vase measures 14.3 cm tall, 3.5 cm across the cut & polished top rim, & 2.3 cm across the base.
Note the way the base is set into the stem via a claw like form.
As soon as I saw this vase I wondered if it might be an early Loetz item. The claw attachment is what got me thinking of that possibility, as well as the strange twisted stem, which I have noted on some early Loetz vases.
Anyway, whoever made it, it appealed to me primarily because it is a bit odd!
