Georgian Glass?

Found this glass at Goodwill. I’m pretty sure it’s Georgian glass, but it seems there is a weird circle of “frost” on the bottom. When I bought it I thought it was dust, but it isn’t. The wear around the edges still mostly shows. Any thoughts on if this is indeed Georgian, and why someone would do that to the bottom? It’s around ten inches tall. Thanks !
