Flower pattern serving plate

Found today.. this 14.5 x 2.5 inch deep plate..
i think its a serving plate with the deep flat centre with raised inner rim dropping into a gully before raising up to the top rim ..
It's very heavy and a nice size display plate ..
Pattern Numbers on the base as photo which I'm sure are 3172 with the 2 faded but see-able with magnification..
I think it may be ironstone but haven't a clue of the makers .. it's transfer painted with just the blue bits painted (& painted well going by some which are just splodged on)
The whole thing looks almost new with very little wear to the pattern but loads of minute scratches on the base rim which makes me think it's older than I thought ..any ideas welcome ..
