This is a German vase ( Petersdorf ) but there is no German section on CW and this piece is certainly of Loetz quality.
Designed by Ludwig Sutterlin c. 1900. Pale green (Cypern) matt iridescence with shaded gold leaf design : the leaves are shaded from very faint gold to a brighter gold and outlined in dark gold.
The neck is decorated with green/ blue stylized designs.
Polished pontil. 12.50 inches high.
Signed : F H 6052 11 89
p.s. --Funny where things show up. I bought this from a dealer in Israel.

Beautiful piece....this is the Fritz Heckert type of glass I have seen before, unlike the other vase you posted which was very beautiful too....thanks for the post..
Thanks for the comments.
Beautiful.
Very nice. I believe this is on cypern/uranium glass. If you illuminate it with UV, it should glow brightly.
cogito....yes it is called Cyprus green.
Not to be argumentative, but I believe the glass type generally goes by Cypern (from the original German for Cyprus). I have one of these in a different Sutterlin pattern and another with the same design as yours, but different form can be found here (http://www.collectorsweekly.com/stories/85398-fritz-heckert-enameled-vase).
cogito : yes correction made.
Please see my review of another piece that definitely applies to your piece here:

It will also dispel some of the information given by some of the other commenters.
