Art Nouveau Vase, Beautiful Shape with Lovely Floral Design, mrkd 10119I~unknown

Hello Again,
This has been at a local haunt for quite a while, but the price was waaaaaaaaaaaaaaaaaaaaaaay too high! All of a sudden the price dropped to a fraction of what it had been,( I paid 5 something for it ).
It's a beautiful little Art Nouveau piece,
cast, decorated, and marked ' 10119I ' & stamped '32 '
it has another glaze mark on it, ( look like more numbers ), but I can't quite make them out.
Does anyone recognize and know the maker of this lovely thing?
and where do you think it was made?
