It is match box set of monuments or fragments in the memorie of heroic Leningrad ( Now St. Petersburg) siege during WWII. Issued for the 40th anniversary , so it is from the 80’s.

Thanks for the comments...step up .cut up front is hard to explain, seems like it is little patch. It is made out of stone, could be sandstone and not resin.
