I think its a pack gun used for survival. it breaks down for ease of storing and reloading.
A clay mill perhaps?
A french press expresso maker perhaps?

If I can hazard a guess, you have an old style cross pean hammer used for fixing parts on a steam locomotive.
It looks like an old bed warmer or child's chamber pot.
