Should have looked a little longer! It appears to be a Toledo butcher/meat scale. The example I found was pristine, and had a porcelain plate. I have my work cut out for me :)

Thanks, AzTom! Good point. The back had a brassy, or almost "copperish" color in a couple of areas that didn't have the rust, so that kind of threw me off. LOVE the pristine example you found!! I'...
