I also have a CR&IP PH (Pump House) & CRI&P HC (Hand Car) keys. I first thought the PH was for Power House but found that it is for Pump House.

I found a web site that does Railroadiana Auctions, and in their list of past auctions I found another key like this one. Their description says it is marked IH for "Ice House" key for the CRI&P Rail...

This tool is called a pick mattock. As for it's age, that's hard to tell by the picture. The tool is still made today and have been around a long time. Check out https://en.wikipedia.org/wiki/Mattoc...
The key is from 1968 to 1976 if it is for Penn Central and made from brass.

Since it was in the rock fence, I think it was used as a chisel to break off pieces of rock to make the rock fit in the fence as they built the rock fence. It looks as if it has been hammered on.
