My sister has one of these hens without the tray, it belonged to our grandmother and it is a Fenton piece.
My Mother had some vases like these, they don't cost much. I think she got them at a dollar store, so the ones she had weren't worth much.

It looks to me like it is a Fenton slipper, my mother had some in different colors.
I think it might be Fenton, the ruffel on the top suggest's Fenton ,my mom collected Fenton pieces. I have seen pieces like this in glassware books.
