I agree this is not a coast guard button..could be a centennial guard or city guard it could be a stock design for any centennial or city as the cost being much lower for entities to order than spec...
no they are not military buttons..pictured in the big book of buttons..titled Weapons and Helmet with border decorated with screw heads
