My father was Cecil Bancroft from Sac City , Iowa he developed it in about 1948 and it was imposed on by a company out east and they produced them for quit a long tim...............
It is a webbing stretcher to support the spring in funiture........it happens my father has the patent on this
My father was an used furniture repair man and used one like it to make dowels on chair legs braces etc.
