Dave_Sandra....I think you're on to something. It seems like a leather finishing tool to me but fulling makes much more sense..I'll keep researching but thank you so much!
AnythingObscure, That's a very good Q and the answer is, no. No countersinking at all. I call it the top only because I feel certain it almost had to sit atop some material.
Never seen anything like it. Was thinkng along the lines of a leather or metal flattening device perhaps...
