Your poster is from the late 1940's and has had the bottom trimmed off, it should go all the way down and show their feet. Value is difficult since it has been trimmed. The tray is from 1957.

What you have is part of a shadow box sign from the late 1940's. The entire sign is shown on page 279 of Petretti's price guide, 12th edition.
Your sign is from the early 1950's and made by the American Art Works in Coshocton Ohio, the same company that made many of the serving trays from the 20's through the 50's.
My guess is that it is from the late 1920's.

Your tray is a 1970's reproduction of a 1925 tray. The original did not have the bottle in the lower right corner.

I would leave it as it is. Repainting will decrease its' value. Did you find a date inside on the motor?
To date the sign, if you open the back door where the motor is for the motion, the motor is usually dated with a month and a year, something like 3-54 for March of 1954. Let us know.
