The two round head screws attach the cutting blade; the two recessed screws attach the base that feeds material into the cutting blade.
When I upload photos here they get turned 180 degrees. The two arms are fixed; they hold the roller part which swings to allow material to go through the cutter. I am sure it is a cutter of some kind....
Yes it is all steel and cast iron.
Maybe it was designed to attach to a table with a hole in it so the cuttings would fall through the table into a receptacle. There are holes for bolting it to a table.

I remember using these twice a day milking cows when I was a lad, 55 years ago.
