They are actually soap dishes believe it or not lol I have 1 myself but its blue & white can't help with the mark though sorry
I believe it's Japanese because of the Geisha girls BEAUTIFUL PIECE

Love the collection I have quit a bit myself and like you never payed over i'd say $10 all mine came from yardsales,thrift stores ect
