I looked again and it seems like its metal cut into shapes and enameled. But I'm not sure how they would have attached the metal pieces...
I would say an this is an older button. It looks like a fairly old Family Crest. I can't quite read what the banner says, but it's most likely a family motto.

The Hilt looks like it was supposed to represent some mythological creature.
