exact mfg. I don't know, but it is not an old lure unfortunately.
You are correct about this not being a comfortable gun to shoot. Its very light weight and the narrow metal butt(plate) lets even a .410 give a surpising slap on the shoulder.

It's a proportional divider. The markings give the scale. Set it for 1/3 and the "spread" one one end will be 1/3 rd of the other,etc.. Divider should pivot open around the screw/slider adjustment....
