I found it! It is a Japanese ginger jar. The maker is Andrea by Sadek.
Does anybody else think this has a peach blow effect?

Could this be a snuff or tabacco jar?
Did Fenton make custard glass?
Could the frame be black forest?
I'm still looking online and I found butterscotch cased vases made in Italy. Maybe this is Empoli?
