This is an 1890s view of sailors relaxing ship board.
It is unusual in that it shows the casual poses-- one sailor is even sitting is a split position!
Additionally, the image is marked by the photographer, who must have made many images shipboard as he has the card printed with the ship name at the bottom.
The USS SF was a protected cruiser. She was built in 1890 and served off the coast of Cuba during the Spanish American War.
Based on the uniforms and photo format, this image dates from about the 1890s or just after the turn of the century.

"Splits man" is wearing a rating badge design that was good through 1897. Not all sailors changed them out right away. The navy frequently allowed a wear out period for their uniform regulation changes.
