This was also found in my grandfathers gas station. This is what we found out...
Wiley & Russell Measuring Wheel. It has a rotating wheel marked off with 1/8th inch rules up to 25". It has a cast iron handle and a movable arrow indicator. These wheels were designed to be used by wheelwrights to measure out iron bar for making new wagon wheels. Wiley & Russell was in business from 1872 to 1912. Edge reads "Wiley & Russell MFG Co. Greenfield, Mass."
