      Yes, I would say they are ice cleats like we used to wear ice fishing on a lake. Although this design didn't work at all well.

      These are vintage strap on tire chains for use on snow and ice.

      Where did you get tire chains? These certainly don't even come close to looking like tire chains.

      This style is still being made, but with more robust straps. Yours have leather ones. I used your style over fifty years. Simply do a internet search and you will see where i got tire changes.
