Looks like a decorative skinner knife to me, not really made for any kind of use, maybe a letter opener, pencil sharpener, sealing wax cutter! :^D Welcome to CW BryanG, someone may know more! Take Care and Stay Well! :^)
Old carpet knives were made similar to that. Now days you just get different shaped blades that fit in a utility knife.
We thought all those as well (besides sealing wax) :) but nothing really fits and we can't find anything close on google (as yet). It may be from the old horse days or even some foreign tool.
All four curved edges are sharpened but not very sharp. And there is no good way to sharpen the two back edges, as they are guarded by the bolsters. The handle appears to be ebony and is missing two pieces where it meets the bolsters. The knife is riveted together, so you can't easily take it apart for sharpening or blade replacement.
I'm winging it!!! Bird Carvers Tool???

TOTAL guessing on my part, but I wonder if it had something to do with sails/ropes/fishnets/other stuff associated with a boat?? COOL old tool anyway, hope somebody eventually comes up with the correct answer to the puzzle! :-)
