Hi, Scottwood93. :-)
Per the International Sewing Machine Collectors' Society (ISMACS) Singer serial number tables, serial number 12064588 falls into this range of serial numbers, and was made in 1894:
*snip*
11,913,500 12,475,499 1894
*snip*

Judging from that trapezoidal access panel, the split slide plates, and the circular needle/throat plate, it belongs to the VS1, VS2, VS3, 27, 28, 127 and 128 family of machines:

Because it's a portable with a low mounted bobbin winder, it's probably a model 28.
Your decal set is called Small Roses:

Your portable case looks like it might be Set # 197 (Base [83317] and cover [83320] with winged ends and lock for model 28 machines, superseded by set 198):

A manual for the model 28:

About the Elizabethport factory where it was probably made:

However, it's possible that it was made at the Kilbowie factory:

Valuation isn't done here at Collectors Weekly Show & Tell. You can click the Appraisal link at the top of the page, but it isn't free.
Alternately, you can consider this advice from one of the experts at ISMACS:

That is great!.....besides collecting various things...I also love to sew...so I truly appreciate the find...very nice!
