The GI Joe 40th Anniversary sets were released by Hasbro in 2004. These are very accurate reproductions. Not sure if they were made from the original molds or not. Anyway this one is the Footlocker set. The original Footlocker came with just the wooden Footlocker box with the tray and the paper that shows where all the gear goes. But it did not come with any gear. This one comes with every piece of gear that fits in the tray plus a GI Joe with a reproduction box. They may not be originals but are not free. But then again less expensive than the originals.
Now as for the GI Joe that came with the set I made him the Field Phone guy. He has the field phone and the wire roll> Got to connect the company commander with the battalion. I think the LT just got a radio man. I used footlockers full of spare pieces for this and still have everything from my new footlocker. I may have to take the pistol for my upcoming Navy Corpsman though.
These are all great!! I remember my GI Joe footlocker was wood and had the tray. But, like you mentioned, mine came with no gear. My brother and I saved our money and bought the gear a little at a time. Sure wish I had all of that back today.
Dad had a pair of those wind-up field phones laying around in the basement. We used to shock the crap out of each other with them. Could be why dad sold them. Wish he had kept them.
Shouldn't he be carrying the M1 carbine? Much lighter when you are trying to move around laying phone lines under fire!

Thank you very much BHIFOS. I was low on carbines and had a lot Garands. I will probably switch him to the carbine after retouch the paint on a couple.
