Looks like 1960s to me..are there any numbers on it? I looked at AMC, Avanti, Austin...didn't see anything close...now I'm curious!

I'm way curious too -- how big is it, charmsomeone? Looking again at pic 1, if it is shown laying on top of an instruction sheet for a laundry washer, it might actually be smaller than I thought at first glance, thus maybe for a wheel on something other than an automobile?

If those instructions are printed in a booklet that when folded shut is similar to a standard U.S. 8.5" x 11" sheet of paper, then that metal 'hubcap' isn't all that big.

AnythingObscure it is 7 inches in diameter.Maybe it is a hubcap for a toy or something? Got it with a bunch of old car parts.
Started thinking pedal car, but saw nothing so far.
