    Wildest Chinese Medal Ever

I just ran across the wildest medal which is so brazen that I must assume it is satirical in nature. The silver plated medal is 90 mm in diameter, weighs 105.36 grams and comes with a screw on loop and neck ribbon. The obverse depicts a Chinese rocket launching which makes me think of their recent hyper-sonic missile test. The reverse features the Covid-like SARS Virus under targeting cross hairs. Sars, you may remember was an earlier Chinese pandemic.

Can anyone read the Chinese inscription? Curious about the issuer. Not the same as their coins. Wu-Han? Thanks, Fred
