I have several of these - this being the largest. i think that they were anklets or bracelets, although very heavy. It seems like at some point they were all turned into ashtrays. This one has a copper insert which is removable. It is etched on the bottom 'India.' and 'ex / 1 o 1 / 24' whatever that means.

i got a few assumpions lets say it is for bellydancing , a Ghungroo Ankle bracelet point of view,
why do the heavy lifting, because you have to dance with it , because this is a very solid , and where is the embellisment ( compoundde non compounded)IMO there are no 20 century pieces the this way

what is thicker ulna + radius +carpus or( versus) the tibia +fibula- tarsus
in simple english arm- versus leg, well , well it is wide surrounded ain,t i choose the latter option

it is probably anklestrapping, because of border orrife closure , also to facilitate the gliding in of the foot

for the rest i don,t know, IMO they were mainly in the Northern states
