Clear Handblown Glass Rose Bowl Cased in White Cross Threading with 3 Applied Legs, and Boughs and Bows Around Top

This Antique Handblown Clear Glass Rose Bowl Cased in White Machine Cross Threading with 3 Applied Legs and 6 Boughs and Bows around the Top, is from my last Glass Again post, and was suggested by Inky, to post separately, to have a better chance to have it Identified. It's 7" across and 4 1/4" high!
Could it be Stevens & Williams, or Who? You tell me Please! :^D
