This is a really neat souvenir from her Golden Jubilee (50 years on the throne) in 1887. Has the look of a coin but opens up to be a lighter.
And no, I haven’t tried to see if it works! ????

Google Lens didn't turn up any twins, but a lot of siblings and cousins, and some of them are here at CW S&T (one is described as having been made in Japan):
