This is a painted figure that looks like the factory painted Warriors of the World series. But I have only seen Romans and Vikings from that series painted. It was probably not a factory painted figure but looks like it. It is hard to find a paint that sticks to a soft plastic figure like this. I should probably ask the experts in the Marx playset groups but for now here it is.
