Nice find! It is an open escapement which probably dates it to the turn of the century. If you can upload a clear photo behind the back plate of the mechanism it will probably have a makers mark.

Look behind the clock and open the access door to view the movement. Look for any identifying names or marks on the movement. This style of clock is called a novelty mantle clock.
