I reckon they're French, possibly Cristal d'Arques (good quality but moulded lead crystal). Hard to tell from the photos, but they're clearly good quality.
Those legs are to die for.
They look Japanese to me.

A few too many enclosed bubbles to be from a quality manufacturer. I second Stillwater's comment - screams Chinese to me too.
