I have a modest collection of various military hats I find interesting, mostly consisting of assorted naval and air force headgear from all over the place.

This one seems a bit hybrid, as the yellow piping suggests enlisted or nco rank, while the silver chin cord belongs to an officer's cap.
I don't think the badge necessarily belongs to the cap, as the cap has a much less abraded look. The badge is considerably more worn and damaged. It might have been put together at a much later date. ...
@bluemax1914 I've uploaded a pic of the inside, which isn't very revealing, other than that it looks pretty clean for an old piece.
This is the standard Soviet naval officer's hat, probably from the 80s.
A good reference book on this topic is, if I say so myself, "Death's Head, The History of the Military Skull & Crossbones Badge" (Éditions Chamerelle 2013)
To me it reads: Louis Maréchal. This was not a teacher but an alderman for education. St. Gilles is a suburb of Brussels.
