While it could be possible, the Benjamin Electric Manufacturing Company made many products for many companies including the government.
I believe what you have is some industrial lighting. The company has some great history..

There are a lot of great, informative images at that etsy listing.
I had looked into this yesterday, and found those same two links dav2no1 found (very interesting ones, BTW), but got side-tracked by the OP's opinion that the lights had been used for illuminating Standard Oil signs.
It made me wonder whether they were basing that opinion on remnants of an old barnside Standard Oil advertisment. However, that brought up complicating questions, like long-term maintenance, and electrical bills.
Then I got sleepy, took a nap, and forgot all about it. };-)
So: Benjamin oval, angled lights for illuminating advertising signs.
