A clever little device. This goes over a sauce pan and you drop something in it such as a clove of garlic. Then turn the handle and grind it right into the pan. I quick search reveals the patent is from 1936. I am thinking this was handy before all those handy little tins on the spice aisle became available. I am not big on cooking so I don't know if something like this is still used.
This one is for a small sauce pan and is just a bit over 5" across. I think I will try this next time I make beanie weenies. My brown sugar has turned into rocks.

Dried out brown sugar can easily turn soft again if what ever container it is in put a piece of fresh bread in overnight and should be useable the next Morning !~ I really love this piece you have.

Mill Masher.... that would be a good name for a professional wrestler.
      Cool kitchen item!

Haven't seen one of these in a while. Every year, when I was a kid, we'd pick grape from from Grandfather's grape arbor and my mother and grandmother would make grape jelly. They used one of these in the process. My Mother is 91, but I'd be willing to believe she still has hers.
