      Not sure when it was made, but I actually think it is a cigar lighter lamp. It appears that a piece of wick could come out of the center that would be lit and extinguished by putting the silver cap over it. Google antique cigar lighter lamp and see if you find any similarities. The cap was often attached by a chain to prevent losing it. It is a design that is still used today, for alcohol lamps in the laboratory where I worked.
